BT eyeing Tiscali buy?

BT is eyeing up the UK division of Tiscali with a view to an acquisition, according to press reports.

A report in The Times has fingered BT as a suitor for the Italian ISP - despite Tiscali's insistence its UK unit is not up for sale.

BT declined to comment on "rumour and speculation".

This is not the first time a suitor has been linked with Tiscali UK - back in April a Sunday Telegraph report suggested Vodafone had identified it as a possible takeover target.

In separate broadband news, media reports suggest Orange has pulled out of the bidding to buy AOL's UK unit, leaving BSkyB and Carphone Warehouse - the two shortlisted suitors - to fight it out.

AOL and Orange declined to comment on the reports.

An AOL spokesman added that "negotiations are ongoing with a number of parties".

Growth of P2P leads IETF to debate "fair" bandwidth use

This week, the Internet Engineering Task Force is holding one of its three annual meetings in Vancouver. Over a thousand Internet engineers from big hardware and software companies, academia, the ISP business, consultancy, and elsewhere get together for four and a half days of sessions on various technologies under the purview of the IETF. Even the controversial stuff, such as whether to extend the DHCP protocol with a login/password mechanism so it can be used to login to a DSL network, is rather boring for outsiders. But once in a while, someone presents something really interesting. A presentation given by British Telecom's Bob Briscoe certainly falls in this category. Together with two colleagues, Briscoe wrote an "Internet Draft" (working document) about fairness in bandwidth use.

First a little background.


Orange to charge fat pipe waverers

The mobile operator and ISP will introduce a charge of �12 in December for customers who ask more than once for a MAC code. Customers need the code in order to move broadband suppliers without disruption to their service.

Orange will initially release a MAC for free but if a customer asks again it will charge �12 for every additional request. A MAC expires after 30 days, meaning that if a customer does not choose a new supplier within that time, they will be hit by the extra charge.

Orange said the charge is being levied to cover administrative costs. It said i a statement: "This is not intended to penalise our customers but follows the practice by other broadband companies of offering a service to customers which they cannot deliver on. This then generates multiple unnecessary requests for MAC codes which has both an administrative and financial impact on Orange as a business."

The veiled reference to other ISPs is likely to be aimed at Carphone Warehouse, whose customers have experienced lengthy delays in trying to migrate away from the company.
