Media giant Viacom Inc. said its Nickelodeon, MTV, Comedy Central and 16 other channels will go dark for 13 million subscribers at 12:01 a.m. Thursday if a new carriage fee deal with Time Warner Cable is not agreed upon by then. The impasse would mean "SpongeBob" and other popular shows like Jon Stewart's "The Daily Show" and Stephen Colbert's "The Colbert Report" will be cut off, said spokesman Alex Dudley, a vice president at Time Warner Cable. The nation's second-largest cable operator primarily serves customers in New York state, the Carolinas, Ohio, Southern California and Texas. Viacom has asked for fee increases of between 22 percent and 36 percent per channel, an amount that could increase customers' cable bills, Dudley said. Viacom spokeswoman Kelly McAndrew said the requested increase was in the very low double-digit percentage range. "The issue is that they have asked for an exorbitant increase in their carriage fees and their network ratings are sagging," Dudley said. "Basically we're trying to hold the line for our customer." Viacom said the increases would cost an extra 23 cents a month per subscriber — which works out to $35.9 million more in total. It said that Americans spend a fifth of their TV time watching Viacom shows but its fees make up less than 2.5 percent of the Time Warner cable bill. "We make this request because Time Warner Cable has so greatly undervalued our channels for so long," it said. "Ultimately, however, if Nickelodeon, Comedy Central, MTV and the rest of our programming is discontinued — over less than a penny per day — we believe viewers will see this behavior by their cable company as outrageous," it said. Negotiations are continuing at the highest level, Dudley said. Viacom accused Time Warner Cable of not negotiating. "It is our sincere hope that they will come to the table and negotiate a deal," said McAndrew. The network operator also intends to tell viewers about the dispute in TV ads in 11 major markets. Part of the disagreement is that most of the popular shows are rerun on Web sites where Viacom collects advertising revenue that it does not share with Time Warner, Dudley said. "We don't think that's fair," he said. "They're trying to have their cake and eat it too online, where anybody can get it for free." Viacom has staked much of its revenue-growth prospects on its ability to extract higher carriage rates out of its cable and satellite affiliates despite an ad slowdown and weak ratings. In the third quarter, media network revenue, which accounts for about two-thirds of the total, grew 6 percent to $2.1 billion, despite global ad revenue falling 2 percent, largely because of double-digit percentage growth in affiliate fees and the success of its "Rock Band" video game. Viacom shares rose 69 cents, or 3.7 percent, to close at $19.26 on Tuesday, while Time Warner Cable shares added $1.56, or 7.7 percent, to $21.76. From an economic point of view, it seems like a waste of scarce tax dollars to provide translations for government documents in every language from Arabic to Urdu. Why are driving manuals translated into foreign languages when road signs are all in English?!? I'm a child of European immigrants and I sympathize with new-commers who don't yet speak English. Hoewever, when my folks arrived here in the late 50s, they relied on relatives to help them with any translations they needed and since my folks were private people, they made it their business to learn English fast. They did this by taking advantage of free English classes at night, reading a daily English newspaper and watching TV in English. I have other relatives who only read the newspaper in their native tongue, listen to their native language radio programs, and now, with cable & satellite TV, they watch only their ethnic programming. As a result, they can hardly speak English despite being in the USA for almost 50 years. I'm not saying all of this to be racist. It's just that people who come to this country have to accept some of the responsibility to learn English if they want to prosper and help their children and not expect the government to provide translation services for evrything under the sun. If we can accept the notion that tax dollars are scarce and they don't just come pouring out of a spigot, we can see that (with a few exceptions of course) this need to translate everything is a waste of limited resources that can best be used elsewhere. There are so many free English classes offered by local schools, churches and libraries. I think people should learn English or else bring a family member or a friend if they need help with translating. Were the Italian, Greek, Polish, Norwegian immigrants of the past any smarter than the current crop of immigrants? Who knows? But the government sure didn't make things easier for them by translating everything so they were forced to learn English or they brought someone with them who knew English. Hello I'd like as much information as possible about DTVs and especially about setting one up, Add as much information as you may care to share. Since I'm as they say, "on a fixed income", I'm looking at Visio 37"- 40" thin, flat, wall mounted models. They seem the most reasonable and their reviews nave been fairly good. If your aware of Internet stores that give better saving than Wal-Mart, Circuit city etc, I'd apreciate the information. Include information on just what the "programming fee" they want to charge when you buy them, best types of cables and switch box set-ups to use with a turntable CD/DVD, stereo receiver, PC etc. I have a PC with TV Analog, DTV, Composite receiver and recorder card, 3 GB memory and about 700 GB of upgraded hard drives with an AMD Athlon 3500+ 22GHz 2000 MHz processor about 25" away from it (Windows XP Media Center). Can I buy and use a Composite Video cable for that distance without signal degradation from the length? I know little about the whole deal except for being fairly familiar with the Analog/Digital signal difference but feel free to add information on it that may be less commonly known. I live very secluded and rural, Cable TV is not available to me. I'm presently using a roof top free over the air antenna. I will probably go with a satellite system after recovering a little from the $$$ outlay for all the above but am open to other suggestions. Are there quality "over the Internet" DTV signal reception systems available ? I currently use a Sprint SmartView USB broadband modem (I highly recommend it if you're near their towers as I am but don't have access to cable. I have a fair idea on how to set up everything but I would like confirmation. I just bought a HDTV (no set top box required) and a DVD Receiver which has 5.1 sound. I would like sound via these 5.1 speakers while watching free-to-air digital tv and also free-to-air satellite tv (international channels via satellite). At the moment only while watching a dvd the 5.1 speakers are being used and while watching digital tv and satellite the sound is supplied via the tv speakers. Our 120 unit condo association made a rule against having satellite dishes. In the rules it says "if you'd like cable programming you can contact Charter Communications". This company is the only cable provider in the area. Aside from that it's either DishNetwork, or DirectTV (both of which require dishes). Charter is already taking heat in the area for maintaining a monopoly on the cable tv market. Can our condo association legally maintain this rule? We can all agree that stealing cable TV is a crime; you have to actually physically hook into the cable wire in order to get it and you are taking from a limited amount of bandwidth to do so. However, according to the FCC, all airwaves are free for anyone to receive. That is to say you are only limited in your radio reception by the receiving equipment you have. Therefore, if you modify a satellite receiver that you own to bypass the access card in order to receive unblocked satellite programming, are you really breaking any laws?
